Hilary Anderson, CPA, CGA, MBA

 Hilary Anderson is a seasoned executive with extensive leadership experience across finance, human resources, and operational functions in complex, high-performing organizations. She is recognized for combining strategic financial acumen with transformational people leadership to drive growth, efficiency, and innovation. 

As Chief Human Resources and Support Services Officer at Your Neighbourhood Credit Union (YNCU), Hilary leads a 25-member team overseeing HR and support services for 270 employees. She has implemented KPIs, incentive frameworks, and performance accountability measures that align talent strategy with organizational goals and strengthen operational outcomes. 

Hilary has driven digital modernization initiatives—including enhancements to YNCU’s mobile app, website, and careers portal—improving efficiency and member experience. She developed and implemented Vision 24 and seven guiding principles, fostering a high-performing, people-centred culture. Under her leadership, employee engagement rose 19% in two years, reflecting her ability to integrate people strategy with business results. 

Championing diversity, equity, and inclusion (DEI), Hilary established committees and launched YNCU’s first shared staff survey, generating actionable insights to enhance leadership development, communication, and workplace policies. Her efforts in promoting employee well-being contributed to YNCU receiving Canada’s Healthy Workplace Month Great Employer awards in 2022 and 2023. 

Before YNCU, Hilary held senior executive roles at the South West Local Health Integration Network (SWLHIN) and South West Community Care Access Centre (SWCCAC), managing a corporate budget exceeding $200 million and overseeing finance, business intelligence, IT, and privacy functions. She led strategic financial planning, operational funding, data analytics, and technology initiatives during periods of organizational change, mergers, and the COVID-19 response, ensuring fiscal responsibility while sustaining service excellence. 

Hilary holds an Executive MBA with a specialization in Human Resources Leadership from the University of Fredericton and is a CPA, CGA. She has further enhanced her expertise through professional development programs such as eFOCUS: Building Resilience and eLeaderHUB for Credit Union Leaders.

EXECUTIVE FINANCIAL LEADERSHIP 

  • Oversaw the strategic preparation, planning and delivery of annual budgets to Board Members. Delivered engaging and influential presentations to secure board approval for funding. 
  • Enhanced performance, alignment and engagement of the finance, HR and IT teams by collaboratively reviewing SOPs to identify “cost-saving” initiatives and new process improvements. 
  • Successfully mitigated a projected $7M budget deficit at CCAC by creating and implementing an outcome-based resource allocation tool (OBRA). This allocated resources appropriately to Case Managers and provided detailed reporting and dashboards to enhance budget tracking and accuracy. 

FISCAL CHANGE MANAGEMENT & COST SAVINGS 

  • Enhanced financial projections and forecasts at CCAC by collaborating with service providers to develop a new reconciliation process to improve billing procedures. 
  • Acquired over $75K in annual savings by reviewing employee payroll processes and identifying discrepancies in statutory holiday payments. This eliminated the organization’s need for layoffs and allowed for the reallocation of funds to be refocused on improving patient care. 
  • Reduced YNCU’s staff turnover by 4% over a year by implementing a new attraction and retention program and establishing a new hybrid model to address the workforce’s wants and needs better. 

DIGITAL & ORGANIZATIONAL CHANGE MANAGEMENT 

  • Spearheaded the creation of CCAC’s first data warehouse. Oversaw the centralization and integration of data across multiple systems, resulting in improved data quality and streamlined internal operations. 
  • Managed the creation of new communication channels and project plans to facilitate and streamline the CCAC’s transition into the LHIN organization. Additionally, these channels enabled the organization to adapt to changing policies and comply with new regulatory procedures during the COVID-19 pandemic.
